The town-hall is suggested to be a system, a net, which is spread over the whole town and accessible to the people from each point of the town. It’s the base of the town: the “spirit, heart and the brain”, within which the urban environment is formed. If we consider the town a “live unit”, which is changeable and continually developes , then this system is directly attached to the creation of the regional culture.

Mainly acting as a spectator, man moves to the “scene”, finds himself in the various roles becoming completely a free individual. Due to the creative act the human can reach his freedom, actualize connection with the world, with his identity and entity. So the man enters the process of the “game”, and probably only in the game man has freedom of creation, which provides his healthy condition.
.As a “heart” of the town
It’s a place where free, human frictions and discussions without any hang-ups are very important. Here friction itself is a value.
